CADRe09 Workshop a Success!

On October 20-21, 2009, IWR's Conflict Resolution and Public Participation Center of Expertise (CPC) co-sponsored the 2009 Meeting of the Computer Aided Dispute Resolution (CADRe) Community, along with Sandia National Labs, the U.S. Institute for Environmental Conflict Resolution, and the U.S. Environmental Protection Agency (EPA) at EPA's Denver Office. Strategies for evaluating CADRe and developing training on CADRe concepts were among the topics of discussion, as well as opportunities for application in the Columbia River Basin, the Missouri and Snake rivers, and Peru. Over 40 people attended the seminar, including representatives from river basin agencies, state agencies, nine Federal agencies, non-governmental organizations and academia. New Administration Committed to Transparency, Public Participation, and Collaboration

On President Obama's first full day in Office, the President issued a memo on Transparency and Open Government that commits the Administration to creating an unprecedented level of openness in Government. The President committed to establish a system of transparency, public participation, and collaboration, arguing that such openness will strengthen our democracy and promote efficiency and effectiveness in Government.

IWR’s Conflict Resolution and Public Participation Center Named Center of Expertise and Directory of Expertise

The Conflict Resolution and Public Participation Center (CPC) at IWR has been named the latest Corps Center of Expertise (CX) and Directory of Expertise (DX). It will support training and outreach programs and provide consultation and technical assistance across USACE. It will also maintain a directory of USACE and external experts and techniques in environmental conflict resolution and alternative dispute resolution. The CPC’s mission is to help Corps staff anticipate, prevent and manage water conflicts, ensuring that the interests of the public are addressed in Corps decisions.

The CPC concentrates IWR’s expertise on collaborative planning and public participation, such as Shared Vision Planning and Computer-Aided Dispute Resolution (CADRe) techniques. Indeed, the methods and tools from the SVP and CADRe programs are important components of the CPC’s activities. Its designation as a Center of Expertise demonstrates the importance of such specialized knowledge and skills for the Corps. CPC joins other Centers of Expertise focused on many aspects of water resources management, including Deep Draft Navigation, Ecosystem Restoration, Flood Damage Reduction, Hurricane and Storm Damage Prevention, Inland Navigation, and Water Management and Reallocation.

Collaborative Planning Toolkit

IWR is releasing a Collaborative Planning "toolkit" - a web-based resource guide with extensive hyperlinks to existing literature and resources that focus on computer-based tools and on processes, tools and techniques.

Colorado Water Supply Stakeholders Agree to Shared Vision Planning Study

At a June 3-4, 2008 Shared Vision Planning (SVP) Workshop, stakeholders decided to go forward on a SVP study of flow regimes for the water supply alternative favored by two Colorado cities. The workshop was part of a pilot sponsored by the Corps' Western States Watershed Study in cooperation with the cities of Greeley and Fort Collins Colorado, The Nature Conservancy, the Western States Water Council, and others.

Proceedings from CADRe Workshop Published

Proceedings from the Computer Aided Dispute Resolution Workshop held in Albuquerque, New Mexico, September 13-14, 2007 have been published. The editors of the proceedings were Kurt Stephenson, PhD, Virginia Tech, Leonard Shabman, PhD, Resources for the Future, Stacy Langsdale, PhD, National Research Council Fellow, and Hal Cardwell, PhD, IWR. The event was sponsored by the Institute for Water Resources, Sandia National Laboratories, and the U.S. Institute for Environmental Conflict Resolution.

SVP Team Co-Hosts Computer Aided Dispute Resolution Workshop

IWR's Shared Vision Planning team co-led a workshop on Computer Aided Dispute Resolution (CADRe) in Albuquerque, New Mexico, on September 13-14. Fifty-three people from around the country, representing federal agencies, academia, river basin commissions, irrigation districts, and consultants attended. Sandia National Lab and the U.S. Institute for Environmental Conflict Resolution were co-sponsors of the event.

Senator Pete Domenici Submits Water Conflict Resolution Amendments

Senator Pete Domenici submitted two separate amendments to the new Senate legislation reauthorizing the Water Resources Development Act (WRDA). One amendment would create a Center for Computer Aided Dispute Resolution within the U.S. Army Corps of Engineers Institute for Water Resources based on examples set by the Corps in partnership with Sandia National Laboratories. The second amendment would authorize the Southwest Flood Damage and Sediment Transfer Research Program, which would be a project to improve the fundamental understanding and applied tools needed to manage sediment in river systems in the West.
